二、项目内容：

根据规划，水上游园共分为河滨游泳场、水上木屋、水上休闲娱乐项目、河滨垂钓中心等四个部分。投资总额：1000万元人民币。建设依据及优势条件：未来旅游的发展方向将由单纯的观光旅游向观光和文化鉴赏以及参与并蓄的旅游方式过渡。洛河桥头滨河休闲旅游区目前观光、人文旅游项目兼有，但缺少参与性的旅游项目。因此，水上游园项目的开发显得尤为必要。水上游园所处的位置自然景色秀美，开发旅游具有得天独厚的自然资源。根据规划，该区将按“一园三区一带”的格局进行建设。“一园”指滨河公园；“三区”指洛河公园游览区、湿地休闲区、水上观光区；“一带”指洛河岸线景观带。依据良好的天然资源，建设洛河水上游园可充分发挥资源优势，又可形成主题鲜明的特色旅游，展示亲水游的旅游主题，使游客享受水上游的无穷乐趣。

项目建成后，年可吸引游客30万人次，利润可达300万元。

According to the plan, the water amusement park will include Hebin swimming natatorium, water wood huts, water amusement items, Hebin fishing center. Total investment is 10,000,000 yuan RMB. The construction proof and advantage: the future development of tourism will transfer from single sightseeing tourism to a form combining sightseeing, cultural appreciation, and participation. The Binhe leisure tourism region of Luo river bridge end now only has sightseeing and cultural tourism items, but lacks participation items. So the development of water amusement park is very important. The beautiful sceneries of the place of water amusement park provide advantaged natural resources. According to the plan, this region will be constructed in the form of “One park, three regions, and one belt”. One park means Binhe Park; three regions mean Luo river park tourism region, wetland leisure region, and water sightseeing region; and one belt means Luo river bank scenery belt. Based on excellent natural resources, the construction of Luo river water amusement park may fully exert its resource advantage, form a characteristic tourism with bright theme, and perform the tourism theme, providing infinite amuse to tourists.

After completion, it may attract 300,000 person/times per year, and realize profit of 3,000,000 yuan.
